¿para qué?
EN DÍAS PASADOS, el secretario de Hacienda, Luis Videgaray anunció la apertura de la consulta popular en torno al Plan Nacional de Desarrollo (PND), que constitucionalmente se concibe como instrumento rector de las políticas públicas para el sexenio.
En lo que se conoce genéricamente como Capítulo Económico de la Constitución, el artículo 26 establece que el Estado organizará el sistema de planeación democrática del desarrollo nacional, “que imprima solidez, dinamismo, permanencia y equidad al crecimiento de la economía para la independencia y la democratización política, social y cultural de la Nación”.
El enunciado data de hace 30 años, casualmente cuando empieza a implantarse en México el modelo neoliberal. Obviamente, a la luz de los resultados de la gestión gubernamental durante esas tres décadas, los principios de dinamismo, y, sobre todo, de equidad, se han convertido -a lo largo de cinco mandatos presidenciales con su respectivo PND-, en letra muerta, por la sencilla sinrazón de que no se ha dado el crecimiento económico acorde con el potencial que teóricamente haría de México una sociedad de y con futuro.
En consecuencia -por supuesto- la democratización política, social y cultural ha pasado al catálogo de las buenas intenciones que, dicho sea de paso, no han sido rendidas por impotencia, sino por una deliberada decisión de los gobiernos tecnoburocráticos, que se han dejado atrapar en el autoengaño cada vez que anunciaron que no estaba lejano el día en que México emergiera como potencia media en el concierto de la globalización.
En su irrefrenable parlocracia, el ex presidente Fox llegó a afirmar que a México le faltaban unos cuantos dólares para tomar el octavo sitio en la economía mundial. Añadiría luego: “Primero como Japón; luego, como los Estados Unidos”.
Ya para 2008, el Banco Mundial inscribiría a México en el lugar 11, con esta espeluznante acotación, “pero el 76 en poder de compra de su población”. Otras agencias financieras trasnacionales, tres años después, situaban a México próximo a la posición 15. En ese periodo, China, India y Brasil dieron el gran salto a los primeros lugares, con un indicador fundamental: El del éxito en el combate a la desigualdad y la pobreza. Sudáfrica ya asoma a este escenario.
Revertir el arraigado proceso de pauperización de la sociedad y de violencia criminal e institucional que han impreso al de México la marca de un Estado fallido, no es empresa fácil; ni se espera que lo sea sólo por obra y gracia del voluntarismo.
Pero existe un acusado y explicable alto grado de escepticismo ante la convocatoria de Hacienda: ¿Cuándo se extraviaron los Derechos Sociales consagrados por la Constitución? ¿En qué queda la plataforma de gobierno que, como otros partidos contendientes, el PRI registró en el Instituto Federal Electoral para su campaña presidencial de 2012? ¿Dónde, los 95 puntos, demasiados, del Pacto por México?
Es evidente que, sobre todo ese pacto partidista cupular -la partidocracia por encima del ciudadano- contiene compromisos pluripartidistas que han sido gravemente cuestionados por segmentos de la sociedad política y la sociedad civil, que ven en algunos de esos lineamientos más de lo mismo.
En última lectura, el punto a debate es este: El aberrante y deprimente estado de cosas, antes y después de la alternancia partidista en Los Pinos, se atribuyó, y se atribuye aún, al predominio omnipresente y cuasi absoluto del Presidente de la República sobre el resto del macizo institucional.
¿Cómo se espera una planeación democrática, si el partido en retorno al poder cede su iniciativa y autonomía al jefe del Ejecutivo, y horas después la Cámara de Diputados le otorga un cheque en blanco, arropándolo contra la sanción de la que, en cambio, son sujeto otros agentes de gobierno que incurren en transgresión al servicio público?
Esa imperativa cuestión no la responderá el Plan Nacional de Desarrollo, sino la auténtica voluntad política para ofrecer a los mexicanos una democracia sustancial. No la restringida al voto electoral; sino extendida a la justicia económica Los compatriotas no merecen, ni soportaráran más, otra década perdida.
